Line a square pan with a piece of wax paper. Mix the oat flour, nuts (or puffed rice), and salt together in a large bowl.
Add in the nut/seed butter, butter, honey, and vanilla. Stir well to combine. If it's too dry, add a bit of milk. The consistency should be like cookie dough.
Press firmly into the pan. You can also roll into balls instead. Put in the freezer for at least 5-10 minutes.
Melt the chocolate chips and butter together and stir until smooth.
Remove from the freezer and slice into bars. Drizzle with melted chocolate and freeze again until set.
Store in the freezer or fridge.
